Obama, en route to South Africa, praises Mandela for leadership

ABOARD AIR FORCE ONE (Reuters) - U.S. President Barack Obama praised anti-apartheid hero Nelson Mandela as he flew to South Africa on Friday but played down expectations of a meeting with the ailing black leader.

"I don't need a photo op," Obama told reporters aboard Air Force One after leaving Senegal, the first stop on his three-country Africa trip. "The last thing I want to do is to be in any way obtrusive at a time when the family is concerned with Nelson Mandela's condition."

The 94-year-old former South African president was hospitalized in critical condition in the capital, Pretoria.

Obama, the first black American president, sees Mandela as a hero. Mandela fought racial barriers in a decades-long struggle against apartheid before becoming his country's first black president. Both men received the Nobel Peace Prize.

The U.S. president said he did not think Mandela's condition would change the message of his Africa trip.

"I think the main message we'll want to deliver is not directly to him, but to his family - is simply profound gratitude for his leadership all these years, and that the thoughts and prayers of the American people are with him, his family and his country," Obama said.

White House officials hope Obama's tour of Africa will compensate for what some view as years of neglect. It is his first substantial visit to the continent since taking office in 2009.

Sony: "It's not the decline of consoles, it's the decline of a generation ...

Console manufacturer Sony is convinced that home hardware can still innovate in the games business, rather than follow the lead of the disruptive technology and business models pioneered by mobile and free-to-play games companies.

"After you see sequels to the same three games people feel like they've seen everything before. That's natural, but that's nothing like the end of the consoles"

The console market has suffered decline particularly during the past three years, with a thinning out of big-box publishers like THQ and Midway, and the closure of successful development studios responsible for some of the best-loved franchises in the business.

Many commentators see this, along with plummeting retail sales, as the beginning of the end of the console business, as more developers move to mobile, PCs and tablets, shunning high game prices for free-to-play services, value for money bundles and app stores that offer distribution opportunities to millions of consumers.

But Shuhei Yoshida, president of Sony's Worldwide development studios, has told GamesIndustry International that home consoles can still innovate in development and business, stating: "if we didn't believe in that we wouldn't be in this business."

"It's not the decline of consoles, it's the decline of a generation," he said. "This generation has been the longest on the PS3 and the Xbox, it's the seventh year. In older times we would have launched a new system already. Really, developers hit the limits after a couple of games on the same system, typically.

"There are a few developers like Naughty Dog or Quantic Dream who are doing more, but that's kind of the exception. After you see the sequels to the same three games people feel like they've seen everything before. That's natural, but that's nothing like the end of the consoles."

While this generation has been much longer than previous, Sony is planning a 10-year lifecycle for the PlayStation 4, but it's not concerned such a long time on the market will lead to console fatigue.

"If players are excited that means we are doing something right," said Yoshida, referring to the companies triumphant showing at E3 earlier this month.

"It's very simple. When you look at the PlayStation 3, it is way, way better than the PS3 that came out in 2007. Because we're constantly improving and adding content and updates, through firmware or PSN updates. It's the same with PS Vita with new applications added. It's a constant evolution of the system even though the hardware remains exactly the same.

"It will be the same with the PlayStation 4," offered Yoshida. "We are launching this holiday but we already have plans on the roadmap for additional features and improvements on the services side which will constantly evolve with time.

"The key to this on PS4 is we have a huge 8GB of memory. That's way more than game developers need initially. At the mid-point of the PlayStation 3 lifecycle we really hit the limit of what we can add in terms of system features. The reason we couldn't add cross-game voice chat that players wanted was we were out of memory. Because we have 8GB of RAM we can secure enough room for whatever great features developers can come up with."

"If you're a PS3 or a PS Vita user you can still enjoy cloud services. We're developing along that schedule, not necessarily trying to tie in with the PlayStation 4 schedule"

If new services and updates are key to keeping the PlayStation 4 relevant for the coming decade, then the cloud gaming services that Sony is putting in place will be central to the console's evolution.

However, cloud gaming services won't be available at launch of the PlayStation 4 this Christmas, with Yoshida explaining that the technology developed by the Gaikai team is being integrated across the whole PlayStation ecosystem, not just the PS4.

"Cloud gaming services are launching next year in the US so PlayStation 4 and Vita users will be able to play PlayStation 3 catalogue games even though there's no native compatibility on the system itself. That's just one example of how we can improve the system.

"The PlayStation 4 is just one of the target devices. It's all about the cloud server. Our team in Gaikai and Sony Japan are working hard to provide the online game services but it doesn't require the PS4 to enjoy those services. If you're a PS3 or a PS Vita user you can still enjoy the cloud services. So we're developing along that schedule, not necessarily trying to tie in with the PlayStation 4 schedule."

Investigator: No sign progressives mistreated

WASHINGTON (AP) ? The Treasury Department watchdog who detailed Internal Revenue Service mistreatment of tea party groups seeking tax-exempt status says he has no evidence the IRS also mishandled progressive groups' applications.

In a letter obtained Thursday by The Associated Press, the inspector general for tax administration, J. Russell George, acknowledged that the term "Progressives" appeared on a list of terms used by IRS screeners from 2010 to 2012 to look for applicants with potential problems that would merit close scrutiny.

But George said there was no evidence the IRS set aside progressive groups' applications because they appeared on that list.

George said his investigators have "multiple sources of information corroborating," including interviews with IRS employees, emails and other documents, that tea party groups' applications were set aside for care examinations.

But he added, "We found no indication in any of these other materials that "Progressives" was a term used to refer cases for scrutiny for political campaign intervention."

George's letter, dated Wednesday, was sent to Rep. Sander Levin of Michigan, top Democrat on the House Ways and Means Committee. Levin is among Democrats who have complained that the report George released last month revealing IRS mistreatment of conservative groups unfairly focused on those groups and omitted mention of progressives.

Democrats also have criticized George for not disclosing the inclusion of progressives even though lawmakers asked him about it at hearings.

Levin wrote of "increasing evidence" that George's audit last month "was fundamentally flawed and that your handling of it has failed to meet the necessary test of objectivity and forthrightness."

Some progressive groups seeking tax-exempt status have complained about facing lengthy delays and detailed questions from the IRS.

It is unclear whether progressive groups faced the same extent of mistreatment as conservative organizations. Dozens of them ran into delays exceeding a year, and many received scores of detailed questions that officials have since said were overly intrusive, including demands for information about their donors.

The back-and-forth came as the IRS' acting commission readied for questions from Congress for the first time since revelations that progressives joined the tea party on a list of groups whose applications for tax-exempt status drew extra scrutiny.

Members of the House Ways and Means Committee planned to ask Danny Werfel about the report he issued Monday, six weeks after President Barack Obama named him to head the troubled agency. Werfel wrote that he found mismanagement but no purposeful wrongdoing at the IRS in a report that also pointed to the officials who have been replaced and other changes he has made.

The committee chairman, Rep. Dave Camp, R-Mich., said Wednesday the report didn't answer key questions Republicans have had about the IRS' screening of conservative groups.

"Who started it? Why was it allowed to go on for so long? Why were conservative groups targeted for their political beliefs?" Camp said.

Democrats seem determined to shift the focus to this week's disclosure that the term "Progressive" was also on the agency's watch lists.

IRS regulations allow tax-exempt social welfare organizations to engage in some political activity but it cannot be their primary mission. The agency must decide whether each applicant's activities meet those vague guidelines.

The IRS has been under withering fire since May 10, when an agency official acknowledged that it had targeted conservative groups seeking tax-exempt designations for tough examinations. Until then, IRS officials had insisted that conservatives had not been singled out for such treatment.

Some Republicans have suggested that the focus on conservative groups came from the White House or other Obama allies.

There has been no evidence of that so far. Instead, according to investigators and testimony from IRS workers to congressional committees, workers in the agency's Cincinnati office that handled tax-exempt applications developed the lists to help them find groups that merited additional scrutiny.

Obama and members of both parties in Congress have said such targeting is inexcusable. At least five top officials, including former acting Commissioner Steven Miller, have been removed.

EPA: OH chemical reporting law doesn't trump feds

COLUMBUS, Ohio (AP) -- Federal environmental regulators are investigating a January chemical emergency at an Ohio oil well and asking why an inventory of the facility's chemicals wasn't available to local authorities, according to a letter released Wednesday by a coalition of activists.

The U.S. Environmental Protection Agency confirmed its investigation of the Jan. 16 incident near St. Marys in Auglaize County in an April 26 letter to the coalition. The alliance comprising the Center for Health, Environment & Justice, the Sierra Club, ProgressOhio and others said it received the letter May 31.

The groups had asked the federal EPA to review the St. Marys oil leak as well as alleged Clean Water Act violations in a separate Youngstown case to see if the Ohio Department of Natural Resources' oil and gas regulatory program is working effectively. The coalition proposes that the federal government take back its oversight responsibilities in the state.

Its complaint alleged that Ohio has been out of compliance with the federal Emergency Planning and Community Right-to-Know Act, or EPCRA, under which chemical inventories are to be publicly available, since 2001. In that year, state lawmakers passed a law "that essentially exempts the oil and gas industry operating in this state from requirements (of the federal law)," the activists said.

They pointed to the emergency near St. Marys to make their case. They said that when concentrated chemical odors were detected at the facility, local emergency responders were unable to access required chemical data that was supposed to be on file. The local newspaper was told the information was filed with the Ohio Department of Natural Resources, the groups said.

In his letter, U.S. EPA Superfund Division Director Richard Karl said that while an "alternate compliance method appears to be considered compliance" with state law, the Ohio law "does not designate (or attempt to designate) alternate compliance methods for the federal EPCRA law."

"Simply stated, the (state law) does not supersede (the federal one)," Karl wrote.

An official speaking for the Ohio Department of Natural Resources and the Ohio EPA said the impact of the federal government's finding is still being measured.

"The state is reviewing U.S. EPA's determination and we will soon be discussing this with the companies affected to ensure they are in compliance with their reporting obligations under state and federal law," spokesman Chris Abbruzzesse said in an email.

Teresa Mills, the nonprofit executive who authored the federal complaint, said she was surprised it took so long for the discrepancy to come to light ? and activists will keep a close eye on what happens.

"There are two options: The state of Ohio can correct the situation, or we can sue them," she said.

The coalition had earlier raised issues over oil and gas oversight in Ohio in light of recent federal indictments of Youngstown-area businessman Ben Lupo and an employee of his Hardrock Excavating LLC alleging that Lupo instructed the worker to illegally dump oil and gas wastes into a storm drain. The two have pleaded not guilty.

D&L Energy, where Lupo was a former president and shareholder, has been stripped of its operating permits as a result of that incident and recently failed in its attempt to challenge that action. The company is likely to appeal. The state also shut down the St. Marys well while the cause and extent of the January leak is investigated.

Activists question whether a state agency funded by the industry can impartially conduct the investigation ordered by Gov. John Kasich into whether potentially lax regulations led to the dumping incident alleged by federal prosecutors.

They?ve added forums, mentor blogs, the ability to share videos and presentations. They also moved from the individual to the company with Company Pages.

According to their celebratory infographic, LinkedIn now has more than 3 million Company Pages, 500,000 of which were created in the past 12 months. Those pages represent 148 different industries and they range from think tanks to railroad companies and everything in between, beside, above and below. Dig around on LinkedIn and you can find The League of Paranormal Investigators, Inc, The Flipside Circus, and Tiny Paper Cranes ? a non-profit that makes origami birds for charity.

When LinkedIn says they have something for everyone, they?re not kidding.

Because there aren?t enough hours in the day to keep up every social media account you own. I get that. So here?s where you need to make a decision. If you?re a business to business company, spend more time on LinkedIn this week and less on Facebook. Post an interview with someone in your company. Add a video. Add a slide presentation.

Need inspiration? Mashable has the most engaged company page on LinkedIn. They?re a content site, so it?s easier for them to upload articles on a regular basis but I?d bet you have content on your hard-drive that you can use, too.? Look through your files and pick out two pieces of content that would be of interest to someone in your industry and post them.

With social media, what you get out of it is only as good as what you put in so make it a point to put in more on LinkedIn this week. It might help you find that one connection you need to take your business to the next level.
